Dear ISCA past members,

You were members of ISCA several years ago or up to very recently.
This is issue is dedicated to you who are no longer or not yet registered on our
member list. What has changed in ISCA in the last years?

The most important change is the internationalization and since the General Assembly
Budapest, the board has ben working hard to turn this decision into facts. Our current
chairman is Prof. Sadaoki Furui (Japan) from the
University of Tokyo while our vice chairwoman is Dr Julia Hirschberg (USA) from AT&T
Research. The board is now quite international with members from the USA, Australia,
Europe and Asia. Also the different orientations of speech research and technology
are represented including linguistics and speech technology. Internationalization is
also visible in our actions: several ISCA scientific and technical workshops have
been organized in the USA, India and China.

You are certainly aware that ISCA has negotiated a common organization of major
conferences with ICSLP and substantial progesses have been made in that direction:
you certainly noticed that Eurospeech and ICSLP conferences are both Interspeech
conferences. The relations between ISCA and the ICSLP program committee are
excellent (there are many common members in both associations) and ISCA
supports the organizers of ICSLP conferences.
As a consequence, service to the the speech community has never been so coherent.

Your votes have also elected several women at the board and we are proud that
researchers of both genders are represented at the management committee of our
association.

Students for all over the world may benefit ISCA grants to attend conferences
and workshops mainly organized by ISCA but not only. At each conference, ISCA
delivers an award to the best student paper and a social event is organized with
the students to inform them about our services but also to hear from them the
services they are expecting from ISCA. I recommend students and PhD students
in speech science and technology to join ISCA: they will notice that for a
low membership fee they will become part of our community and be informed of
what happens in speech. Many students remember our party at ICSLP Denver
in a microbrewery!

Every month, ISCApad is sent to all members. It informs about publications,
job openings, workshops and conferences. It is also a way to communicate
with members since all important information about speech science and technology
can be sent to the editor (at public@ISCA-speech.org) to be inserted in the next
ISCApad.

ISCA has also made a tremendous effort for archiving all past publications and
members have access to this impressive data base.

A CD ROM containing archives of the most recent workshops is sent to
the members every year.

Of course, members benefit special registration fees at ISCA/ICSLP conferences
and workshops and a reduced subscription rate for Speech Communication.

It is worth to point out that this association is managed by volunteers only
but an assistant secretary/treasurer.

You will certainly understand why your career needs you to become member again.
The board will be happy to meet you at Eurospeech 2003 in Geneva where a
general assembly will allow you to be better informed on our current and
future actions and to suggest your own recommendations for the development of ISCA.

-Paul Dalsgaard, our past treasurer celebrated his 40th anniversary of service
to the university of Aalborg (DK) early June. This is the message of ISCA to Paul:

"The board of the International Speech Communication Association
(ISCA) would like to congratulate Paul Dalsgaard on the occasion of
his fortieth anniversary of service to his university. We would also
like to express our great appreciation for his service to ISCA and to
the international speech community over the past years. We are
especially grateful for his service on the ISCA board, for his
excellent organization of Eurospeech 2001, and for the many workshops
on speech topics that he has organized over the years. Thank you Paul!"

A three-year position as a post-doc with particular emphasis on research and prototype development is available at the Speech Processing and Transmission Lab (LPTV - Laboratorio de Procesamiento y Transmisin de Voz,

The successful candidate will join LPTV team composed of one professor,
3 research associates and research students to carry out research and prototype development of speech technology (speech recognition, speech synthesis, speaker verification and speech analysis), Stochastic Weighted Viterbi algorithm and dialogue systems in the framework of academic and applied research projects in collaboration with local companies and international universities.
Three Faculty members also collaborate with LPTV on current projects.
The successful candidate should also have recently completed his/her Ph.D.
and be the author/co-author of peer-review journal papers in order to apply for the post-doc grant funded by Fondecyt-Chile
(http://www.fondecyt.cl/POSTDOCTORADOS.htm).
Knowledge of Spanish is a plus, although it is not a requirement.

Chile is probably the most stable country in Latin America and is certainly an interesting head-quarter to visit other countries in the region. The climate in Santiago is Mediterranean-like, cold (0-10 C) and rainy in the winter, and sunny (28-34 C) and dry in the summer. Santiago is one or
two hours by car from sky resorts (winter) in the Andes and from the coast in the Pacific Ocean.
